Scoop: Dem leaders give all-clear to Johnson's spending bill

Driving the news: In a whip question sent to House Democrats on Monday morning, Minority Whip Katherine Clark's (D-Mass.) office said the bill "does not include any Republican poison pills."

• Clark's office also noted that it excludes the SAVE Act, a bill to require proof of citizenship to register to vote in federal elections, but includes additional funding for the inauguration, presidential transition and the Secret Service.
• They cautioned that the bill lacks funding Democrats want for disaster aid and the Department of Veterans Affairs, but said those issues will be hashed out in the fight over annual spending bills in December.

Between the lines: The whip question did not advise members which way to vote, but it signals that leadership will likely allow Democrats to support the bill.

• The party universally opposes shutting down the government and has been virtually unanimous in demanding a "clean" three-month bill.
• House Minority Leader Hakeem Jeffries (D-N.Y.) is still gathering feedback from his members, and Tuesday's caucus meeting will be a critical gauge of support, a Democratic leadership aide told Axios.

What's next: The bill is expected to come up this week under a process known as suspension of the rules, which requires legislation to pass with a two-thirds majority.

• That means most Democrats and nearly half of Republicans would have to vote for it in order for it to pass.
