McConnell doesn't want to do that, as he's already extended the nuclear option to Supreme Court nominees.
Why it doesn't matter: Republicans are already planning to pass health care and tax cut bills with 51 votes, using a Senate rule known as reconciliation. And McConnell is already having enough trouble finding 51 votes for health care.
