Small business owners are less confident about their ability to get a loan — a drop-off that's worst among Hispanic-owned businesses, according to a new survey by Quickbooks.

Why it matters: Small businesses hard hit by the pandemic will need funding to stay afloat as the economy continues to recover.

  • Minority-owned small businesses fared worse as the pandemic raged than white-owned ones, studies have shown.

Background: There are systemic issues that for years have made it harder for people of color to get access to credit.

  • A separate Fed study out Thursday found Black- and Hispanic-owned businesses were half as likely as white counterparts to be approved for a non-emergency loan in the past year, despite similar credit risk.

Sen. Gillibrand: National paid parental leave would boost small businesses

Sen. Kirsten Gillibrand (D-N.Y.) said that federally funded paid parental leave could boost small businesses who would otherwise be unable to offer the benefit to employees, while speaking at an Axios virtual event on Wednesday.

Why it matters: Nearly a million American mothers have left the workforce during the pandemic and women's labor force participation is at a 33-year low. Some of the decline has been attributed to more women quitting their jobs, at least temporarily, to take care of their children.

Policy group lays groundwork for "net negative" emissions tech

A new policy roadmap provides Congress and the White House with ways to support the growth of methods to pull carbon dioxide from the atmosphere using everything from existing forests to direct air capture machines.

Driving the news: Recent climate studies, such as the UN Intergovernmental Panel on Climate Change's 1.5-degree report, have pointed to the clear need for society to pursue strategies for driving carbon emissions into negative territory by the latter half of the century.

New CDC mask guidance tests risk tolerance

The CDC announced Thursday that fully vaccinated people no longer need to wear masks indoors.

Why it matters: The U.S. is entering a new stage in the pandemic where the public — vaccinated or not — will need to assess its own risk tolerance in shared spaces.
