The Senate on Wednesday passed legislation that will officially designate the Pulse nightclub a national memorial, nearly five years on from one of the deadliest mass shootings in modern American history.

Driving the news: The bill passed unanimously in the upper chamber following a request from Sen. Rick Scott (R-Fla.) in observance of Saturday marking five years since a gunman opened fire in the Orlando gay nightclub, killing 49 people. Scott was governor of Florida at the time.

  • The legislation passed in the House last month after being introduced by Reps. Darren Soto (D-Fla.), Val Demings (D-Fla.) and Stephanie Murphy (D-Fla.).
  • The bill states that the memorial "is not a unit of the National Park System and the designation of the National Pulse Memorial shall not require or permit Federal funds to be expended for any purpose related to that national memorial."

What to watch: The legislation will now head to President Biden's desk to be signed into law.

Rep. Val Demings (D-Fla.) officially announced her Senate campaign against Sen. Marco Rubio (R-Fla.) on Wednesday with a promotional video that emphasized her "law and order" credentials.

Why it matters: Demings, who was on the shortlist to be Joe Biden's vice president, is viewed as Democrats' best chance to win a Senate seat in a state that has tilted increasingly red in recent years.

Biden lays out $1.75 trillion "framework" before Europe departure

President Biden announced Thursday a "framework" for $1.75 trillion in social program and climate change spending after failing in prior efforts to win over his fellow Democrats on a much broader and costlier package.

Why it matters: Biden is gambling that by proclaiming the broad contours of the proposal, which he immediately began selling in a meeting with House Democrats before jetting off to Europe, progressives will vote for his $1.2 trillion infrastructure plan if and when House Speaker Nancy Pelosi brings it to the floor.

Economy slows in third quarter amid Delta variant

The U.S. economy increased at an annual rate of 2% in the third quarter, the Department of Commerce said Thursday.

Driving the news: The gross domestic product figures for July through September come in much lower than the 6.7% increase in the second quarter, reflecting the "continued economic impact of the COVID-19 pandemic," according to the Bureau of Economic Analysis at the Department of Commerce.
