The stalled Revolution Wind project is "100% likely to move forward" despite President Trump's construction halt, Sen. Sheldon Whitehouse (D-R.I.) tells Axios Pro.

Why it matters: Investors are closely watching the legal fight over the offshore wind project, which is jointly owned by Ørsted and BlackRock's Global Infrastructure Partners, as they decide where to place future bets.

Between the lines: Revolution Wind, as well as Rhode Island and Connecticut, last week sued the Trump administration to restart the project, which had been permitted by the Biden administration and is nearly complete.

What they're saying: Whitehouse, a major climate advocate, says his confidence stems from the legal arguments. "I've seen the complaint."

"The flagrant lack of justification for shutting down a massive multibillion-dollar investment and leaving it stranded is an alarming signal to investors well outside of offshore wind," Whitehouse explained while waiting for a flight at T.F. Green International Airport outside Providence.

"It signals that there's a new non-transparent risk for investments if Donald Trump's whims — or the whims of industries and friends who he puts government to work for — suddenly make them unpopular."
