Transportation Secretary Pete Buttigieg told MSNBC Monday that the cyberattack on the Colonial Pipeline is a reminder that infrastructure "means a lot more than roads and bridges."

The big picture: Buttigieg praised President Joe Biden's American Jobs Plan for dedicating funding for both maintenance as well as research and development to innovate new infrastructure technologies, saying that both are part of the country's national security.

What they're saying: "The truth is that having excellent, modern infrastructure has always always been a national security issue," Buttigieg said.

  • "[W]e need to spend and invest for national security reasons on making sure we have the greatest and best technology."
  • "[P]art of what makes America secure is being a step ahead of the rest of the world when it comes to technology and innovation...that's all part of the jobs plan."

Scoop: CIA director raised China concerns with Israeli prime minister

While visiting Israel last week, CIA director Bill Burns told Prime Minister Naftali Bennett the U.S. was concerned about Chinese investments in Israel, particularly in the tech sector, and involvement in major infrastructure projects, Israeli officials tell Axios.

Why it matters: That's the highest level at which the Biden administration has raised an issue that previously became a rare point of contention between the Trump and Netanyahu governments.

FTX CEO predicts more U.S. crypto flight

FTX doesn't look much like a company valued at $25 billion. Its new headquarters, located in a sleepy part of The Bahamas, is so nondescript as to not even have a sign. But it does expect to soon have neighbors.

Driving the news: Founder and CEO Sam Bankman-Fried tells "Axios on HBO" to expect "more and more crypto flight from the states" if the U.S. doesn't soon create a regulatory regime for cryptocurrencies.

Developed countries reveal $100 billion climate finance plan ahead of COP26

After 12 years of fits and starts, industrialized nations on Monday put forward a detailed plan to provide at least $100 billion annually in climate aid to developing countries starting by 2023.

Why it matters: The plan, presented by representatives of Canada and Germany, is aimed at defusing one of the biggest sources of tension at COP26, which is the failure of industrialized nations to follow through on their financial commitments.
