🥶 Happy Thursday from the depths of the frigid Northeast. Today's newsletter — edited by Emily Peck, who is grateful for her wood stove — is 798 words, a 3-min. read. Thanks to Sheryl Miller for copy editing.
⏳ Situational awareness: Senate Minority Leader Chuck Schumer is negotiating with the White House on a plan to avert or slow a partial government shutdown tomorrow night, Axios' Hans Nichols reports.
1 big thing: Homan's calming effort

Border czar Tom Homan, President Trump's new man on the ground in Minnesota, struck a cooperative tone today, and said he sees a path to de-escalation in the Twin Cities, Axios' Brittany Gibson and Avery Lotz report.
Why it matters: A four-decade veteran of immigration enforcement, Homan has been a calm voice for de-escalation after weeks of unrest in Minnesota.
- "I'm not here because the federal government has carried this mission out perfectly," he told reporters this morning in Minneapolis.
Homan pitched a return to prioritizing criminals and public safety threats. That would address the "roving patrols" — such as Border Patrol officers descending on Home Depot parking lots — that Democrats are ready to shut down the government to stop.
- He took a subtle jab at Homeland Security Secretary Kristi Noem and former Border Patrol commander-at-large Greg Bovino: "I didn't come to Minnesota for photo ops or headlines."
Homan said he found areas of agreement during meetings with Minnesota elected officials and law enforcement over the past 48 hours.
- He cited a "very good meeting" with Minnesota Attorney General Keith Ellison. Homan said Ellison clarified that county jails "may notify ICE" of release dates for "criminal public safety risks" so that immigration enforcement can take them into custody.
2. 💉 Dropped shots
America's retreat from vaccines is likely to reduce investment and innovation in immunizations, investors in the sector tell Axios Pro Rata author Dan Primack.
- Why it matters: Many vaccines save lives and future health-care costs.
Where it stands: Moderna CEO Stéphane Bancel last week told Bloomberg that his company doesn't plan any new infectious disease vaccine studies.
- The pharma leaders' comments came after the Trump administration overhauled the childhood vaccination schedule, and the same day that the federal vaccine advisory panel's chair questioned the continued need for polio and measles vaccines.

- The vaccine retrenchment also comes as measles cases skyrocket in the U.S., which is at risk of losing its measles "elimination status."
The latest: The Trump administration and vaccine critics are clashing over whether to remove COVID vaccines from the market entirely, writes Axios' Caitlin Owens.
3. Catch me up
Three Rivers on ice: The confluence of the Allegheny (left), Ohio (center) and Monongahela rivers yesterday at Point State Park in downtown Pittsburgh.

- 🗳️ Sen. Amy Klobuchar's running: The Minnesota senator is joining the race to succeed Tim Walz for governor in a state that has become ground zero for President Trump's aggressive immigration enforcement. Klobuchar, a Democrat, is the fourth senator to launch a gubernatorial campaign this cycle. Go deeper.
- ⛔️ Waymo says one of its robotaxis struck a child near a school in Santa Monica, and federal safety officials are investigating, Axios' Joann Muller reports.
- 🗞️ David Brooks departs: After 22 years with The New York Times, the conservative columnist joins The Atlantic as a staff writer next month. He'll host a weekly video podcast beginning this spring. Go deeper.
- 📖 A memoir by Hollywood power broker Ari Emanuel, "Roll the Calls," will be published Sept. 22. The book recounts the rise of the super-agent, who inspired the Ari Gold character on "Entourage." Knopf says Emanuel's book will be "wilder" than any episode of the HBO show. Go deeper.
4. 🍿 1 film thing: "Melania" drama

Melania Trump's big-budget documentary "Melania" premieres tonight at the Kennedy Center.
- Why it matters: The $75 million film's rollout is drawing more attention than the movie itself, Axios D.C. Anna Spiegel writes.
The Amazon/MGM Studios documentary is billed as an "unprecedented, behind-the-scenes look" at the 20 days leading up to the 2025 inauguration — through the eyes of the first lady.
- "Step inside Melania Trump's world as she orchestrates inauguration plans, navigates the complexities of the White House transition, and moves her family back to the Nation's Capital," the studio wrote.
Friction point: A private White House screening last Saturday drew Mike Tyson, Queen Rania of Jordan and Apple CEO Tim Cook. The event took place hours after ICE agents fatally shot Alex Pretti in Minneapolis. Word of the screening sparked online backlash and calls to boycott Apple.
- Cook said in a memo to employees that he was "heartbroken" by the killing: "This is a time for de-escalation."
The first couple is expected to attend tonight's premiere in D.C., weeks after Trump added his name to the venue — a move now being challenged in court.
