⚡️ Situational awareness: The House narrowly voted this afternoon to end the partial government shutdown, sending a bill to President Trump to sign.
- 🏛️ 21 Democrats voted with Republicans to reopen the government and keep the Department of Homeland Security funded for two weeks. Democrats are demanding more restrictions on enforcement. Go deeper.
1 big thing: The ice just won't melt

Many U.S. cities are still struggling with leftover ice and snow from last month's winter storm, Alex Fitzpatrick writes.
- At least 37 people are dead in Mississippi and Tennessee, while tens of thousands lack power, Axios' April Rubin reports.
🥶 Extreme cold has made it difficult to clear roads and sidewalks.
- A follow-up storm last weekend added to the mess in Charlotte and other parts of North Carolina — especially along the coast. (Watch.)
🔌 Power recovery has been patchwork, with the juice flowing in some neighborhoods while others remain in the dark.
- Service won't be fully restored in Nashville for another week.
- The first storm caused an estimated $4 billion in insured losses, per data company Verisk, making it the third-costliest winter storm on record.
In Richmond, residents are begging city officials to clear streets and sidewalks, Axios' Karri Peifer reports.
- 🚛 Broken plows and inadequate training slowed the response in Pittsburgh, per Axios' Ryan Deto.
- In Kansas City, Missouri, vague snow-removal rules mean many sidewalks remain impassable, Axios' Travis Meier reports.
📚 Schools in Montgomery County, Maryland, reopened today after a week of closures.
- School officials: "Conditions are improving; however, our streets and sidewalks are NOT perfect."
- In Washington, D.C., snow struggles offer an invaluable political lesson, Axios' Cuneyt Dil writes: "Today's mayoral hopefuls saw what happens when the city's chief executive stumbles on the most basic of municipal duties: clearing the streets."
🌡️ Daily highs are expected to climb back above freezing soon in some of the more southern cities affected, such as Nashville and Richmond.
- But another blast of Arctic air is in the cards for the Northeast and mid-Atlantic, prolonging the snow and ice's stay in D.C. and points north.

2. 🐭 Disney's new era

Josh D'Amaro being named Disney's next CEO marks the end of an era, Axios' Kerry Flynn writes.
- 💪 His ascension comes as Disney preps for the exit of Bob Iger, who helped build the company into an even bigger powerhouse through huge acquisitions (Pixar, Marvel, Lucasfilm, etc.).
- 📆 D'Amaro will become CEO on March 18, with Iger sticking around through the year to ease the transition.
Disney chair James Gorman: "Josh D'Amaro possesses that rare combination of inspiring leadership and innovation, a keen eye for strategic growth opportunities, and a deep passion for the Disney brand and its people."
- 🎢 D'Amaro started at Disney in 1998, and he previously oversaw the company's theme parks and Middle East expansion.
This will be Iger's second exit as CEO.
- 🔑 He stepped down in 2020 after 15 years, handing the keys to longtime exec Bob Chapek.
- Chapek was fired in 2022, and Iger was brought back.

- 🚀 NASA's Artemis II moon mission has been delayed until March after problems arose during a "wet dress rehearsal." Administrator Jared Isaacman, on X: "With more than three years between SLS launches, we fully anticipated encountering challenges." Go deeper.

- 💰 Walmart's stock-market value passed $1 trillion this morning — an affirmation of its transformation into an online powerhouse. It's the first traditional retailer to reach the milestone, Axios' Jeffrey Cane writes.
- ⛷️ U.S. Olympic skier Lindsey Vonn plans to compete this weekend despite rupturing her ACL in a Friday crash, NBC reports. Vonn said: "I know what my chances were before the crash, and I know my chances aren't the same as it stands today." Go deeper.
4. ⛸️ 1 for the road: "Minions" routine iced out

A Spanish figure skater can't do his "Minions" routine at the Winter Olympics due to copyright problems, ESPN reports.
- 🤳 Tomàs-Llorenç Guarino Sabaté said on Instagram: "This season I have competed with my Minions routine to bring joy and a fun style to the ice, while complying with all of the obligatory elements and demonstrating that ice skating as a male Olympic figure skater can also be fun."
The Opening Ceremony is Friday (2 p.m. ET), and the Games run through Feb. 22.
