The Nebraska National Guard has started to cancel training events because Congress has not reimbursed the National Guard Bureau for $521 million spent on securing the Capitol following the Jan. 6 riot, CNN reports.

The big picture: Efforts to scale back costs will likely spread to additional states as Congress is stuck in a funding impasse, per CNN.

  • "If funding isn't sorted by the first of August, this list will grow," National Guard Bureau spokesman Wayne Hall told CNN.
  • "The Illinois National Guard may be required to cancel August and September, cancel upcoming annual training events, furlough over one thousand federal civilian employees..." Maj. Gen. Richard Neely, the Illinois Adjutant General, said at a media roundtable, per CNN.

Driving the news: The Senate Appropriations Committee has been negotiating a funding package that would include funding for the National Guard, which follows a $2 billion security package passed by the House earlier this year, per CNN.

  • "We have not reached an agreement yet, but I think we're really close," Sen. Richard Shelby of Alabama said Thursday, per CNN.

Of note: The Capitol Police is also experiencing a funding crunch.

Former President Barack Obama will travel to Glasgow next month for the UN climate summit, CNN reports.

Driving the news: Obama will meet with young climate change advocates and "urge more robust action going forward by all of us — governments, the private sector, philanthropy and civil society," according to an Obama spokesperson, per CNN.

Birx: Trump White House could have reduced COVID deaths by 30 to 40%

Deborah Birx, the White House COVID-19 response coordinator under former President Trump, told a House subcommittee earlier this month that the Trump administration could have prevented tens of thousands of deaths during the early stages of the pandemic.

Driving the news: "I believe if we had fully implemented the mask mandates, the reduction in indoor dining ... and we had increased testing, that we probably could have decreased fatalities into the 30% less to 40% less range," Birx said in a closed-door testimony to the Subcommittee on the Coronavirus Crisis, according to excerpts provided by the panel.

Study: Fear of debt keeps Latinos out of college

Fear of never being able to pay off school loans is keeping many young Latinos in the U.S. from going to college or completing a degree, according to a report published in September.

State of play: Latinos tend to have more difficulty repaying school debt than white student borrowers, according to Federal Reserve data, at the same time that they need more loans in order to afford tuition.
