Lyft and Uber will cover all legal fees for drivers sued under a new Texas law that imposed a ban on abortions after six weeks.

Why it matters: The law is one of the most restrictive abortion bans in the U.S., and prohibits the practice after a fetal heartbeat is detected — before many people know they are pregnant, Axios' Oriana Gonzalez writes.

The big picture: Lyft was the first rideshare company to announce that it would cover 100% of legal fees incurred by drivers due to the law. The company will also donate $1 million to Planned Parenthood.

  • Uber made an announcement to cover fees for drivers shortly after Lyft's announcement.
  • The ban allows anyone to sue a person suspected of helping a woman obtain an abortion.

What they're saying: “Drivers are never responsible for monitoring where their riders go or why. Imagine being a driver and not knowing if you are breaking the law by giving someone a ride,” Lyft said in a release.

  • Uber CEO Dara Khosrowshahi tweeted in response to Lyft's announcement that Uber would cover drivers' legal fees in the same way, thanking Lyft CEO Logan Green for taking the initiative.

Texas judge: Citizen enforcement of abortion law unconstitutional

A Texas law banning most abortions after about six weeks of pregnancy violates the state's constitution as it permits private citizens to sue abortion providers, a judge ruled Thursday.

Why it matters: State District Court Judge David Peeples' ruling, which doesn't stop the strict law from being enforced, comes ahead of an expected U.S. Supreme Court decision on the Texas legislation.

Scoop: Ukraine gives U.S. senators specific asks on Russia sanctions, military aid

The chairman of Ukraine's parliament has sent a letter to eight U.S. senators outlining four specific requests for security assistance and sanctions that Kyiv believes will help deter a Russian invasion, Axios has learned.

Why it matters: The Ukrainian government is leaning on Congress — and a bipartisan group of senators negotiating compromise language on sanctions that could pass the Senate — in an effort to push the U.S. posture beyond the Biden administration's approach.

Blizzard warnings are in effect for 11 million people from coastal Virginia to eastern Maine as a powerful and potentially historic winter storm is set to slam the Mid-Atlantic and Northeast beginning Friday.

Why it matters: The storm will bring an array of hazards, from zero visibility amid hurricane force wind gusts and heavy snow to coastal flooding that will erode vulnerable beaches and threaten coastal property from the Jersey shore to coastal Massachusetts.
