Robert White wins primary for D.C. delegate

The big picture: White had 63% of the Democratic primary vote when the AP called the race, versus Council member Brooke Pinto's 21%.

• A progressive lawmaker, White portrayed himself as a more outspoken defender against President Trump's many advances into the city. He told voters he's best qualified to inherit what he called a "civil rights seat," a nod to Norton's activist legacy.
• White and Pinto ran a feisty contest. Big policy differences were few, though one major flashpoint was a local topic outside Congress' immediate purview: teen curfew zones (Pinto supported them, White did not). Much of the campaigning devolved into personal attacks.

Between the lines: Both candidates floated areas of cooperation with the Trump administration, much like the mayoral front-runners, when it comes to developing obsolete federal buildings.

• To attract businesses, White said he'd work with Republicans on a likely long shot: Implementing Puerto Rico-style tax breaks for companies that want to relocate to the nation's capital.

• There are areas that Trump "can work on with us," White said in a previous interview, "and we'll put your name on it if you want."

What we're watching: A Democratic majority in the House would give the next delegate breathing room and impede Republican interventions into local D.C. laws.

• To gain power and defend home rule, White aspires to join the powerful Appropriations Committee, which controls federal spending. "It gives us an opportunity to do some horse trading," White said on the "Dream City Podcast."
