All-day happy hour, cheap eats: Government shutdown specials are everywhere

The federal government remains closed, but DMV bars and restaurants are open and welcoming patrons with discounts and free offers on food and drinks.
Why it matters: Shutdown specials are Washington's silver-lining tradition, and a way to support the community.
State of play: Many places only offer deals to ID-carrying federal workers.
- Though, as Italian spot Carmine's tells Axios, their shutdown happy hour is open to all "because we know a shutdown impacts everyone — looking at YOU law firms, trade associations, D.C. government."
The deals: Comforting eats, booze and all-day specials. All offered as long as the shutdown lasts:
🦃 Giant (all DMV locations): The grocery chain is giving away free Thanksgiving packages (serves four) for 1,000 people — limited to federal workers and SNAP beneficiaries. Register here for the Nov. 25 distribution.
🌮 District Taco is offering 25% off through year's end — not just the shutdown! — for federal workers (in-store only at DMV locations).
☘️ Ireland's Four Provinces (Arlington): Free meals for kids 10 and under who order from the children's menu.
🍳 IKEA is serving free breakfasts for federal workers and contractors at its College Park and Woodbridge locations.
🌯 José Andrés Group is now offering free lunch sandwiches for feds exclusively at China Chilcano in Penn Quarter.
- Meanwhile, World Central Kitchen, Andrés' nonprofit, is taking over daily free meal operations for federal workers at pop-up sites around the city.
🎮 GameOn Bar + Arcade is throwing a "shutdown rager" on Monday, Nov. 3, at all locations (e.g. U Street, Annapolis) with two free drinks, a free food item, and 20 gaming tokens for feds.
🎂 DMV Baker Chanise Ray is baking free birthday cakes for feds through the shutdown (advance orders required).
👾 Continues Arcade (Alexandria): Free bites and games for feds at this retro arcade and restaurant (Tues-Sun, 5-7pm).
🐋 All Moby Dick locations around the DMV are offering free lunch sandwiches (e.g. kebab, falafel) to federal employees, with valid ID (Mon-Fri, 11am-2pm).
🐷 Pork Barrel (Del Ray): Free barbecue sandwiches for those impacted by the shutdown, Mon-Fri.
🇻🇳 Nue Vietnamese (Falls Church): The upscale spot offers extended happy hour through the shutdown with $3 off glasses of wine (50% off bottles), $2 off beers, $5 off cocktails and $12 small plates.
🍕 Paisano's: DMV locations dish up 30% off all pizzas with the promo code "TOGETHER."
🍜 Honeygrow (MD and VA): Over 20 locations of the fast-casual noodle and bowl chain offer 20% off to feds.
🎸 Hard Rock Cafe (Downtown): Special $12 entrées for feds.
🌭 Tune Inn (Capitol Hill): Grab a $4 "Shutdown Shot" or $5 "Furlough Fizz" at the bar, which also has a bunch of wallet-friendly themed food specials (mmm, "Debt Dogs").
🍗 Daily Provisions (Dupont Circle): Feds get 50% off on everything through October — including breakfast sammies and roast chicken dinners.
💲 Any Day Now (Navy Yard): All-night happy hour, Mon-Thurs, including $10 cocktails and $5 beers.
🇸🇻 El Tamarindo (Adams Morgan): Feds get free coffee and a wallet-friendly lunch combo ($15): two pupusas and a house marg (11am-3pm).
🍺 Henceforth (H Street): Feds get 25% off fresh beer, nice wines and more.
🍷 Her Diner (Adams Morgan): The LGBTQ+ space offers all-night happy hour with a government ID, including $5 tots and $9 cosmos.
🐫 The Little Gay Pub (Logan Circle): Make it a double Tito's — for a single's price.
👑 The Queen Vic (H Street): Feds are treated like royalty with a 20% menu discount.
🍻 Lost Generation Brewing (Eckington): Feds get 20% and free foamies (milko beer shots), plus early hours (open at noon, Weds-Fri).
🍸 Lobby Bar (Capitol Hill): Feds get $7 martinis and $12 double smashburgers any time.
🍤 NiHao (Arlington): Chef Peter Chang offers BOGO free entrees during happy hour (Mon-Fri, 4-6pm) with plates of equal or lesser value.
🍯 Barrel House (Logan Circle): They're going all-in on the shutdown theme with cocktails ($6-$8) like the "Non-Essential Negroni" and espresso "Budget Blackout-Tini." Offered Mon-Fri with fed ID.
🍽️ Ama (Navy Yard): The Italian restaurant is supporting feds with a comforting "well-balanced meal" ($20) that includes vegetables, pasta and protein — lunch or dinner, dine-in (bar only) or to-go.
🍜 Chaplin's (Shaw): Feds get 30% off their bills at this ramen-cocktail house — and ditto for sister bistro La Bonne Vache in Georgetown.
🐔 Harvey's by Soko (Union Market): The sandwich-butcher counter serves a mammoth buffalo chicken sandwich with chips and a drink ($15) through the shutdown.
👊 Knead Hospitality + Design (Multiple locations): Offering free punch at Mi Vida, Succotash and beyond for feds — plus BOGO sandwiches at Beresovsky's.
🥭 Rasa (Multiple locations): The Indian fast-casual offers $10 bowls for feds.
🍹Daru and Tapori (H Street): The sister Indian spots offer happy hour all night during the shutdown. Daru (Sun-Thurs), Tapori (nightly, 5pm-close).
🍔 Shaw's Tavern (Shaw): Specials include $5 beers, $6 wines, and $10 burgers or pies — lunch or dinner, weekdays, with fed ID.
🍝 Carmine's (Penn Quarter): All-day happy hour with $5 meatball sliders and $8 frozen cocktails like "Here We Go Again" (a cosmo slush).
🌭 Union Pub (Capitol Hill): $3 beers + $7 beer-and-hotdog combos.

🥃 Duke's Grocery (all locations): Free shot of bourbon or house wine with any burger/entree purchase. And $5 select beers for feds.
🍞 Butterworth's (Capitol Hill): Specials include $5 Welsh rarebit, $6 mini Guinness, a "Furlough-Rita" ($10), and more.
🦪 Hank's Oyster Bar (Dupont, Wharf): All-day happy hour at the bar, $2.50 oysters, and 20% off lunch and dinner bills with fed IDs.
☕ Compass Coffee (all locations): Free choice of pastry with any drink purchase for ID-carrying feds.

🍕Pop Fizz (Shaw): The pizza-wine bar offers $14 Detroits and $25 select bottles for all feds — plus $6 martinis and vod-sods.

Reality check: A government shutdown — and this one in particular — creates dire problems for D.C.'s federal and adjacent workers, as well as the local economy.
