Maryland governor will push to allow beer, wine sales in grocery stores

Catch up quick: Maryland is among the few states where it's illegal to buy beer, wine or spirits outside liquor or package stores. The law goes back to 1978, though around 30 groceries statewide sell alcohol thanks to grandfathered-in licenses.

• Lawmakers and the public have pushed back for years. They argue that selling alcohol in supermarkets allows for fairer pricing, more options, and convenience. They also say Maryland is losing an economic advantage to D.C. and Virginia, where such sales are allowed.
• Legislators working with the Maryland Retailers Alliance introduced a bill earlier this year that stalled after the first reading. The association circulated a petition to change the law, which they say was signed by over 50,000 people.

What they're saying: "I think it's time to address this issue because it's something that I have heard literally in every single corner of the state," Moore told Maryland Matters. "This is an issue that people are asking about."

• "We're out of step with the rest of the country," Moore said.

The other side: Package stores and small businesses argue that allowing chains in the game will have an "Amazon effect" and kill independents.

• Others worry that making alcohol more widely available in groceries will negatively impact communities of color.

What we're watching: Maryland's next legislative session starts Jan. 8. Moore told Maryland Matters that while a bill won't be part of his 2025 legislative package, his office will work with legislators and push for its passage.
