Rep. Jamaal Bowman (D-N.Y.) on Monday blasted Sen. Joe Manchin (D-W.Va.) as an obstructionist "doing everything in his power to stop democracy" after the moderate Democrat said he would not support H.R. 1, the expansive election and anti-corruption bill.

Why it matters: House progressives are getting fed up with the White House's efforts to accommodate Republicans and Manchin, writes Axios' Jonathan Swan. Democrats believe they have a narrow window to change voting rules at the national level.

State of play: Manchin's opposition to the sweeping bill puts it in jeopardy in the evenly split Senate. He said he would support the John Lewis Voting Rights Advancement Act in its place, and he denounced H.R. 1 as a partisan bill.

What he's saying: "Joe Manchin has become the new Mitch McConnell," Bowman said. "Mitch McConnell, during Obama's presidency, said he would do everything in his power to stop Obama. He's also repeated that now during the Biden presidency."

  • "And now Joe Manchin is doing everything in his power to stop democracy and to stop our work for the people."
  • "Manchin is not pushing us closer to bipartisanship, he is doing the work of the Republican Party by being an obstructionist, just like they've been since the beginning of Biden's presidency."

Sen. Kyrsten Sinema (D-Ariz.) is negotiating the size and scope of President Biden’s $3.5 trillion budget plan armed with her own spreadsheets about the costs and tax hikes needed for each program, people familiar with the matter tell Axios.

Why it matters: While Sen. Joe Manchin (D-W.Va.) is getting attention for balking at a $3.5 trillion top-line price tag, Sinema's accountant-like focus on the bottom line will be equally important to winning the votes of them and other key Democrats.

Sen. Mark Warner (D-Va.) is warning that he could vote against the $3.5 trillion budget package if more money isn’t added for housing assistance to close the racial wealth gap in the current House version of the bill, Axios has learned.

Why it matters: Warner’s threat is another indication that the proposal will face a variety of obstacles before the House and Senate can agree to a top-line number, how that money is spent on specific programs — and how to pay for it all.

Justice Department asks Supreme Court to block Texas abortion ban

The Justice Department on Monday asked the Supreme Court to temporarily block Texas' near-total ban on abortions while federal courts consider its constitutionality.

The big picture: The court last month allowed the ban to take effect, rejecting an emergency application by abortion-rights groups. The law bars the procedure after cardiac activity is detected, as early as six weeks into pregnancy.
