Iran's new President-elect Ebrahim Raisi said Monday he is not willing to meet President Joe Biden, AP reports.

The big picture: Raisi's election has come as nations are negotiating a potential return to the 2015 nuclear deal, and has placed "hard-liners firmly in control across the government," writes AP.

  • The Biden administration had hoped to finalize an agreement before the new president takes office, with a U.S. official telling Axios, "If we don't have a deal before a new government is formed, I think that would raise serious questions about how achievable it's going to be."
  • The U.S. has not been in the room in Vienna, where the talks are taking place, but have negotiated indirectly through EU intermediaries. The latest round of negotiations ended without a deal.

What's new: Iran's president-elect also indicated that he is not willing to negotiate over Tehran's ballistic missile program or Iran's support of regional militias, per AP.

The danger of "sole authority" on nuclear weapons

New reporting around the chaotic final stages of President Trump's tenure underscores essential problems with the U.S. nuclear command-and-control system.

Why it matters: One person possesses the authority to launch America's massive nuclear arsenal and quite possibly end the world: the president. And there's no clear, legal way to circumvent that authority if they can't be trusted.

Biden's muddled China policy

President Biden came into office with a plan for dealing with China that sounded great in theory but's failing in practice.

Why it matters: The idea was to confront China aggressively on a range of issues — from trade abuses to human rights — while working cooperatively on areas of mutual interest, including climate change. A new plan to help Australia acquire nuclear submarines makes that both-ways approach even less realistic.

North Korea fired "two ballistic missiles" into the sea from off its east coast on Wednesday, South Korea's military said, per Yonhap news agency.

Why it matters: The launch further escalates tensions in the region, two days after Pyongyang claimed to have fired new long-range cruise missiles that it described as "a strategic weapon of great significance."
