Haiti's November election has been postponed after Prime Minister Ariel Henry on Monday dismissed the nine-member council responsible for organizing elections, per Reuters.

The latest: Henry told AP Tuesday evening that a referendum to reform the country's constitution will take place by February, with presidential and legislative elections to follow shortly thereafter.

Why it matters: Haiti's elections have already been postponed twice due to the COVID-19 pandemic, CNN notes.

What he's saying: "The train has derailed for some time in Haiti," Henry told CNN. "We want to move as quickly as possible to the restoration of democracy through elections."

  • Henry said the current election council "cannot organize elections" and that a new council will be formed to replace them.
  • The new elections will take place in the first few months of 2022, following a review of the country's constitution, Henry told CNN.

Of note: Some lawmakers approved of the decision to dismiss the council over concerns of its legitimacy and partisanship, per Reuters.

The big picture: In recent months, Haiti has been wracked by the assassination of President Jovenel Moïse and a recent 7.2-magnitude earthquake.

  • Earlier this month, Haiti's chief prosecutor asked a judge to charge Henry in connection with the July assassination.

All remaining missionaries kidnapped in Haiti are free, Christian group says

The 12 remaining members of a Christian missionary group who were kidnapped by a Haitian gang in October are safe, Ohio-based Christian Aid Ministries said Thursday.

The big picture: The news comes two months after police say the 400 Mawozo gang kidnapped 17 U.S. and Canadian missionaries in Port-au-Prince and demanded a ransom. Five of the abducted missionaries had previously been released.

Hong Kong authorities push election censorship globally

Elections in Hong Kong on Sunday saw the lowest turnout in the city's history, with just 30.2% of the electorate casting a vote, after an election boycott that Hong Kong authorities attempted to squelch both in the city and abroad.

Why it matters: The Hong Kong government is turning laws intended to protect democratic institutions into tools to strengthen authoritarianism in the once-autonomous city.

UK government: Kremlin has plan "to install pro-Russian leadership" in Ukraine

The United Kingdom's Foreign Secretary on Saturday night said the government has "information that indicates the Russian Government is looking to install a pro-Russian leader in Kyiv as it considers whether to invade and occupy Ukraine."

Driving the news: U.S. National Security Council spokeswoman Emily Horne called the intelligence "deeply concerning" in a statement to Axios. The Biden administration has said Russia is actively manufacturing a pretext for invasion and warned that Putin could use joint military exercises in Belarus as cover to invade from the north.
