The U.S. should do away with Title 42, a Trump-era policy for quickly expelling people at the border, and instead allow migrants to petition for ayslum as quickly as possible, Rep. Joaquin Castro (D-Texas) said during an Axios virtual event on Thursday.

Why it matters: The policy, Castro said, denies many people seeking asylum the right to due process, and instead the Biden administration should focus on improving its capacity to process migrants flows and reunite people with their families or sponsors in the U.S.

What they're saying: "We need to be able to properly allow people, as soon as possible, to petition for asylum."

  • [U]nder Title 42, under public health, folks are being summarily expelled... they're not being given any consideration or due process with respect to their asylum tissue, except for unaccompanied minors and a limited number of families."
  • "The Biden administration needs to be able to build up the capacity to handle the flow of asylum seekers, move them to their family and relatives sponsors quickly, and also do away with Title 42."
  • " [G]ive these people their day in court to be considered for asylum."

Two border-district Democrats in Congress are pressing the Biden administration to revamp the asylum process, saying the current migrant surge is highlighting significant flaws in the system.

Why it matters: These lawmakers say the administration needs to start making concrete changes by summer. "If it's this bad in 90 days, it's hard to have excuses," Rep. Vicente Gonzalez told Axios.

Biden administration moves to reverse Trump-era rule on abortion referrals

The Biden administration on Wednesday moved to reverse a Trump-era rule banning federally funded health care providers from referring women for abortions.

Why it matters: The rule, which took effect in 2019, prompted Planned Parenthood and other health care providers to withdraw from the federal Title X family planning program, whose grantees provide birth control and other services to mainly low-income individuals.

Scoop: U.S. and Israel to form team to solve consulate dispute

The U.S. and Israel are planning to form a joint team to hold discreet negotiations on the reopening of the U.S. Consulate in Jerusalem, Israeli officials say.

Why it matters: The consulate handled relations with the Palestinians for 25 years before being shut down by then President Donald Trump in 2019. Senior officials in Israeli Prime Minister Naftali Bennett's government see the consulate issue as a political hot potato that could destabilize their unwieldy coalition.
