The expanded monthly child tax credit introduced in President Biden's $1.9 trillion COVID relief package will begin arriving in parents' bank accounts on July 15, the White House said Monday.

Why it matters: The credit, part of the administration's plan to transform the country's social safety net in the wake of the pandemic, would provide families with $300 monthly cash payments per child up to age 5 and $250 for children ages 6–17.

  • About 39 million households — and 88% of children in the U.S. — will be covered by the monthly payments, the Treasury Department said in a statement.
  • “With two parents, two kids, that’s $7,200 in the pockets you’re getting to help take care of your family,” Biden said in his joint address to Congress last month. “And that will help more than 65 million children and help cut childcare poverty in half, and we can afford it.”

NIAID director Anthony Fauci told CNN on Monday the U.S. could "start getting back to a degree of normality" by next spring if more Americans are vaccinated against COVID-19.

Yes but: "There's no guarantee, because it's up to us," Fauci said in his interview with CNN's Anderson Cooper, noting that another variant could emerge unless the current surge is brought under control.

Oregon Gov. Kate Brown (D) on Tuesday announced a new statewide outdoor mask mandate requiring people to wear masks in most outdoor settings regardless of vaccination status.

State of play: Starting Friday, Oregonians will be required to wear masks outdoors when physical distancing is not possible. While the mandate does not apply to outdoor gatherings in private residences, masks are "strongly recommended" when people from different households cannot remain socially distanced.

Arkansas governor says no more ICU beds available for COVID-19 patients

There are no more intensive care unit beds available for coronavirus patients due to a surge in cases driven by the Delta variant, Arkansas Gov. Asa Hutchinson (R) said during a press conference on Tuesday.

Why it matters: It is the first time since the beginning of the pandemic that ICU beds are full in the state, AP reports. The state reached a new record on Monday for the number of coronavirus patients currently on ventilators, according to government data.
