Amtrak told its employees Wednesday that they must be fully vaccinated by Nov. 1 or agree to submit to weekly testing, Axios has confirmed.

State of play: Starting on Oct. 4, new hires will need to show proof of vaccination before their first day of employment. Employees will not be required to return to in-person work until Nov. 1.

  • The company said it has restored pay protections for fully vaccinated employees who need to quarantine after testing positive for coronavirus. Unvaccinated employees who test positive will need to quarantine, but will not be offered pay protections.

What they're saying: "We did not come to these decisions lightly, and we understand it may take some time to process, which is why we are providing you with time to prepare," Amtrak CEO Bill Flynn told employees.

  • Flynn noted that "many employees" are doubtful about getting vaccinated, saying, "We understand these concerns and encourage everyone to consult with a medical professional and seek out facts from reputable sources."

The White House will announce Friday plans to lift travel restrictions for fully vaccinated international travelers beginning Nov. 8, a White House official said.

Why it matters: The move will allow vaccinated travelers from most countries to visit the U.S. for the first time in more than 18 months.

Appeals court declines to block Maine vaccine mandate

A federal appeals court on Friday denied an emergency request to block a COVID-19 vaccine mandate from going into effect in Maine, the Associated Press reports.

Driving the news: The mandate, which Gov. Janet Mills (D) announced in August, requires health care workers in Maine to get vaccinated by Oct. 29 or face losing their jobs.

None of the 19 states that implemented statewide COVID-19 vaccine lotteries this summer saw an increase in vaccination rates as a result of the incentive programs, according to a study published Friday in Jama Health Forum.

Why it matters: The study is the first to examine the effectiveness of 19 state-run lotteries, and offers insight into how governments can better craft incentive-based policies, said Andrew Friedson, one of the study's authors and an associate professor of economics at the University of Colorado Denver.
