Mike Johnson puts down yet another internal revolt

The House once again ground to a halt for about an hour Tuesday after a group of conservative rebels refused to support a typically party-line vote to move ahead with the chamber's business for the week.

Why it matters: It's the latest example House Speaker Mike Johnson's (R-La.) challenges governing with his razor-thin majority.

Johnson used a familiar tactic, holding the vote open until enough support materialized. The measure ultimately eked by, 210–209."
The House earlier this year broke the record for its longest-ever vote.

Friction point: GOP defectors took issue with name, image and likeness legislation that would provide a federal framework to help regulate college sports.

During a House Rules Committee meeting Monday night, Rep. Chip Roy (R-Texas.) argued that Congress should "fully intervene" to fix a wider swath of issues in college athletics.
"Maybe we should fix the damn mess so that we don't have 16 teams in the SEC and 17 teams in the ACC and 19 teams in the Big Ten and frigging Stanford and Berkeley on the west coast in the Atlantic Coast Conference, all because of money," Roy said.
Roy, and Reps. Byron Donalds (R-Fla.) and Scott Perry (R-Penn.) voted against the rule.

What they're saying: "It's not anything new. We've seen it a few times. We don't like when our members vote against a rule, but it's happened in the past," House Majority Leader Steve Scalise (R-La.) told reporters after the measure passed.

"Luckily, we've got a bipartisan coalition to pass the bill," he added.
