Scoop: Senate Dems will attempt to pass "No Tax on Tips"

• Sen. Jacky Rosen (D-Nev.) will ask lawmakers Tuesday for unanimous consent to pass her bipartisan No Tax on Tips Act, we are told.
• Senate Republicans are almost certain to block Rosen's request, deferring instead to their own tax package, which continues to hit speed bumps in the House.

The big picture: Rosen's move reflects a difficult reality for Democrats: There are popular aspects to the budget reconciliation package that the party has railed against daily.

• "Senator Jacky Rosen isn't afraid to cross the aisle to embrace a good idea," a Rosen spokesperson told Axios. "Senator Rosen wants to pass it as a standalone immediately, not as part of the extreme Republican budget bill that cuts Medicaid and SNAP to give more tax breaks for billionaires."

Between the lines: Rosen, a former waitress, was one of the first lawmakers to embrace Trump's no tax on tips proposal during the 2024 campaign.

• The effort targets working-class voters, which Democrats have seen slip away from the party over the last decade, and is particularly relevant in places like Las Vegas.
• Trump ended up winning Nevada by over 3 percentage points last year. Rosen won reelection by just over a point and a half.
