Virginia voter purge program must remain blocked, appeals court rules

State of play: The 4th Circuit Court of Appeals unanimously upheld a judge's ruling in a lower court against the state, which found the purge occurred from the state's rolls too close to Election Day. The court rejected the state's request to block the order.

• Judge Patricia Giles made the ruling on Friday after two nonprofits and the Justice Department accused the Virginia Department of Elections of violating federal voting rights law after Gov. Glenn Youngkin (R) in August signed an executive order requiring daily updates to state voter lists to remove ineligible voters.
• Former President Trump on X called the judge's ruling an "ILLEGAL ORDER."

Zoom out: The National Voter Registration Act that's at the center of this case has become a flashpoint in several states ahead of next month's election, including in Alabama and Georgia.

• The law prevents states from removing voters from the active rolls less than 90 days before an election, during a so-called "Quiet Period" in order to prevent last-minute mistakes.
