- Fairfax County, Va.
- Howard County, Md.
- Falls Church City, Va.
- Arlington County, Va.
The lowest:
- McCreary County, Ky.
- Holmes County, Miss.
- Sumter County, Ala.
- Bell County, Ky.
- Harlan County, Ky.
