Vermont's state Senate passed a bill today legalizing the possession of recreational marijuana — up to 1 ounce — for adults over 21, AP reports. The bill also allows the possession of two mature marijuana plants or four immature plants and does not set up a taxation or regulation system.
Why it matters: Gov. Phill Scott is more than likely to sign the bill, which would make Vermont the first state to legalize marijuana through legislation rather than a citizen referendum.
