Hill moves
- Mike Kuiken, Senate Majority Leader Chuck Schumer's national security adviser for more than five years, has departed his post, Ashley reported. He'll move to the private sector. Schumer has also appointed him to the U.S.-China Economic and Security Review Commission, with a term set to expire Dec. 31, 2025.
- Former Rep. Mike Gallagher has joined Packers-Microsoft VC firm TitletownTech as a senior strategic adviser after leaving Congress early.
- Rep. Vince Fong is the newest member of the House Science Committee.
Biden administration moves
- Jennifer Manner is joining NTIA as the senior advisor for space and satellite policy from EchoStar.
- The Department of Defense Chief Digital and Artificial Intelligence Office has announced new leadership hires: Garrett Berntsen, DCDAO for mission analytics, previously the State Department's first deputy chief data and AI officer; Eugene Kuznetsov, DCDAO for enterprise platforms and services, from Naval Special Warfare; Jock Padgett, DCDAO for advanced C2 acceleration, from U.S. Army XVIII Airborne Corps; and Christopher Skaluba, executive director, formerly the Atlantic Council's director of the Transatlantic Security Initiative.
Campaign moves
- Eliana Locke has left Rep. Robin Kelly's office, where she served as communications director, and is moving to Wisconsin to pursue a 2024 campaign opportunity.
Industry and lobbying moves
- Curtis Swager has joined Twilio as vice president of global government relations and public policy. He was previously at Dropbox and has worked for several Senate offices.
- The National Association of Broadcasters has announced that Kirsten Donaldson joined as vice president of public policy. She recently served as vice president of legal at the Digital Media Association, and previously as legislative director and counsel for House Minority Leader Hakeem Jeffries.
- Allie Caccamo is now communications manager at the Chamber of Progress. Previously she was an associate at the strategic consultancy Christoff & Co.
- Kyle Bligen has also joined the Chamber of Progress as the director of financial policy, working on digital assets, fintech and other issues. Bligen comes from the Hill and was a policy advisor to Rep. Juan Vargas.
- Mayer Brown has announced that Dario Frommer rejoined the firm in Los Angeles as a partner in the public policy, regulatory and government affairs practice. He most recently led Akin Gump's California public law and policy practice.
- The Wireless Infrastructure Association has announced that Fullerton CEO Kelly Lazuka and APC Towers CEO Daniel Agresta have joined its board of directors.
- Snorkel AI has made four C-suite appointments: Ronaldo Ama, chief development officer, previously GM of Looker at Google; Cate Lochead, chief marketing officer, formerly of JumpCloud; Bobby Shoker, CFO, recently of Fungible; and Ajay Singh, chief product officer, the founder and CEO of Zebrium.
- Samsung Electronics has announced that Young Hyun Jun was named the new head of Device Solutions Division to lead the company's semiconductor business. He joined Samsung in 2000.
- Sean Murphy is joining the Information Technology Industry Council as executive VP of policy, and recently worked as an expert consultant at the Office of the U.S. Trade Representative.
- The Financial Technology Association has named Sarah Mamula the head of government affairs. She comes from the Bank Policy Institute, where she served as VP for government affairs.
- Arielle Geismar, a recent graduate of George Washington University, is the new co-chair of Design It for Us.
- ByteDance has announced that John Rogovin will join as global general counsel, which will encompass oversight of TikTok. He previously served as Warner Bros.' general counsel for more than 12 years before leaving in 2022.
Nonprofit and think tank moves
- Matt Hourihan is joining the team at the Association of American Universities, where his portfolio will include the Department of Energy, NASA and other emerging tech issues. He was previously at the Federation of American Scientists.
- Ben Bain is joining the Niskanen Center as director of its new State Capacity Initiative. He comes from the Special Competitive Studies Project.
- Mozilla Foundation has named Nabiha Syed executive director. She was most recently CEO of journalism nonprofit The Markup.
