Driving the news: State Street's head of digital asset strategy Sam ten Cate, JPMorgan's head of markets digital assets Scott Lucas, and former Reserve Bank of India Governor Raghuram Rajan said the shift to implementation is underway, on a panel about maturity in digital asset adoption.

State of play: Executives noted that the regulatory momentum of the past year has led more institutions to adopt tokenization and blockchain settlement.

JPMorgan's Lucas described his company's shift from private pilots to open-architecture tests on public blockchains.

State Street's ten Cate said upcoming stablecoin rules could pave the way for large-scale tokenized funds by 2027.

Between the lines: The tone was pragmatic, with execs arguing that blockchain could be a cost-efficiency tool for traditional finance, rather than an alternative to it.

Rajan called it "integration, not revolution," noting that central banks now see digitization as inevitable.

The big picture: Everyone agreed that legal certainty is the missing piece to driving even deeper adoption of blockchain technology.

Ten Cate said regulatory frameworks are coming into view, but full implementation could take years.

Lucas warned that legacy laws will still create friction: "New rules don't erase the old ones."

Rajan pointed to Singapore, Hong Kong and the U.K. as proving grounds for central-bank engagement, while the U.S. and Europe work toward more harmonized standards.
