The SaaSpocalypse has started to weigh on legal tech investing.

By the numbers: Legal tech startups raised $2.3 billion during the first half of 2026, less than the $2.5 billion raised the last quarter of 2025, per PitchBook.

The industry is unlikely to break the record $6 billion in venture capital raised last year, but still should surpass the $2.9 billion collected in 2024.

The first half only saw a quartet of nine-figure rounds — led by Legora's $600 million Series D — compared to more than a dozen such rounds last year.

What they're saying: "I think seeing 'Claude for legal' in writing definitely caused investors to look more closely how defensible investments were," Touring Capital's Evan Wijaya says. "I think now it's more difficult to back a more broad legal platform."

Between the lines: Startups focusing on niche practice areas or building very specific AI infrastructure for legal are still garnering interest, VCs say.

Case in point: Norm AI, which helps automate complex regulatory compliance workflows, raised a $120 million Series C on Tuesday at a $1.2b post-money valuation led by Khosla Ventures.

What we're watching: Whether Norm AI is a harbinger or an outlier for Q3.
