A center-left think tank says self-inflicted permitting delays are behind the Biden administration's failure to build a nationwide network of EV charging stations.

The Biden administration tied the funding to dozens of rules and requirements that caused delays or cost increases and — in some cases — were rendered obsolete within months, the authors said.
