Dallas City Manager TC Broadnax will remain in his position — for now.

Driving the news: Dallas Mayor Eric Johnson scheduled a special session for the City Council to review Broadnax's job performance and employment last week but then postponed the discussion to this Thursday.

• Yesterday, the mayor canceled the meeting and issued a joint statement with Broadnax saying they had reached an agreement.

Why it matters: Broadnax, like a chief executive, runs the city and reports to the 15-member City Council, which acts much like a board of directors.

• Council members have expressed frustration with the city manager's work.

What happened: Discussions about the city manager's job began somewhat privately after five council members signed a memo asking for Broadnax's employment to be reviewed earlier than usual. He was given the opportunity to resign.

• He didn't. Then both the mayor and three other council members wrote memos publicly asking for a job review.
• But that review, which was scheduled for last Wednesday, was delayed after some council members withdrew their support.
• And then council members started finger-pointing, saying they didn't actually sign the original memo asking for the review.

Between the lines: After more than a week of political theater, the two men at the center of the controversy — the mayor and city manager — are publicly agreeing that Broadnax's job performance needs to improve but he can stay put.

What they're saying: The mayor said in a statement that it's "time for a reset."

• "I am confident now that he fully grasps the gravity of the challenges we face and that he understands the importance of our shared priorities."

The other side: Broadnax agreed, saying he's proud of the work of his city staff but isn't "satisfied."

• "What recent days have shown me is that we have some healing and hard work ahead of us."

What's next.

If you want to sell widgets — or really any item or service — to the state of Texas, you first have to formally pledge that you won't boycott Israel and that you won't "discriminate against" firearm companies.

The big picture: Standard provisions buried deep in Texas contracts and reviewed by Axios show state officials can exert political leverage on companies hungry to win — and keep — business with government entities.

Why it matters: This could limit the number of companies willing to work with Texas state agencies, school districts or cities.

Flashback: Last summer Texas legislators passed S.B. 19, which prevents state government entities from entering into contracts "with companies that discriminate against firearm and ammunition industries."

• That requirement, fashioned with support from gun manufacturers, has won greater attention after the mass shooting in Uvalde.

Yes, but: The requirements go beyond guns. Companies seeking business with Texas have to certify that they:

• Do not boycott energy companies
• Do not boycott Israel
• Do not require proof of COVID-19 vaccinations

Between the lines: Taken together, the provisions raise questions about whether Texans are getting the biggest bang for their buck, Don Kettl, a retired public policy professor from the University of Texas' LBJ school, tells Axios.

• "From the taxpayer's point of view, you want to go with whatever entity can perform the job for the lowest possible cost."

Children as young as 6 months are now eligible for a COVID shot, bringing much-needed relief to families that have waited over a year to vaccinate their little ones.

Driving the news: Children under 5 are the last group to access COVID vaccines. Over the weekend, the CDC expanded eligibility to anyone older than 6 months.

What's next: Dallas County started administering pediatric doses yesterday and plans to go "full steam" today, Dallas County's public health director, Philip Huang, said at a news conference.

• Parents can contact their pediatrician or Dallas County Health and Human Services to schedule a vaccine for their child.

The other side: Some parents have questioned whether the COVID vaccine is safe.

• "These vaccines have gone through rigorous testing and review, and they have been found to be safe and effective," Dallas County Judge Clay Jenkins said.
