Warren County drivers are riding high on an unfortunate list: The county has emerged as an enforcement hot spot since Ohio cracked down on distracted driving.
Why it matters: Warren ranked third statewide for distracted-driving violations during the first year of full enforcement, despite ranking 10th in population.
By the numbers: State Highway Patrol troopers issued 1,058 distracted-driving violations in Warren County during that period and recorded 202 distracted-driving crashes.
- Neighboring Butler County had 543 violations and 246 crashes.
Catch up quick: Ohio's expanded hands-free law took effect in April 2023, making illegal cellphone use a primary offense and allowing officers to stop drivers they see illegally using, holding or supporting a phone.
- After a six-month warning period, full enforcement began Oct. 5, 2023.
- The law generally prohibits drivers from holding or supporting a phone, scrolling social media or manually entering information while driving, with limited exceptions.
The big picture: Enforcement has surged statewide. Troopers issued 65,503 distracted-driving citations in the two years after full enforcement began — about four times the 16,344 issued during the comparable two years before the change.
Flashback: Ohio outlawed texting behind the wheel in 2012, but for adult drivers it was generally a secondary offense — meaning police couldn't pull someone over solely for texting.
Zoom out: The tougher law has coincided with less phone use behind the wheel, according to telematics data cited by the Ohio Traffic Safety Office.
- Phone motion among drivers tracked by Cambridge Mobile Telematics fell from 1 minute, 39 seconds per hour of driving in March 2023 to 1 minute, 25 seconds in May 2024.
Yes, but: Distracted-driving crash data isn't limited to cellphone use. It also includes distractions involving passengers and other activities inside a vehicle.
The bottom line: Warren County's No. 3 ranking shows Ohio's cellphone crackdown is hitting especially hard close to home.
