Threat level: GOP leaders know this would make tax reform substantially harder to pass, because it would leave millions of people uninsured, and we learned during repeal-and-replace that that's a problem for at least a few Republican senators. The question is whether Republicans fear their base too much to actually vote against Paul's amendment before it has a chance to weigh down the rest of the tax bill.
