Grace weakened to a tropical depression on Sunday, but the threat of flooding and mudslides remains for earthquake-devastated Haiti.

Threat level: Grace was forecast to bring up to 10 inches of rainfall to Haiti and the Dominican Republic by Tuesday, per a National Hurricane Center advisory Monday morning. Its effects were expected to bring heavy rainfall to Florida later this week — which also faces the threat of a restrengthened Tropical Storm Fred.

  • "Heavy rainfall across the Dominican Republic, Haiti, Cuba, Jamaica, and the Cayman Islands may lead to flash, urban, and small stream flooding, with the potential for mudslides highest in Haiti and the Dominican Republic," NHC said early Monday morning.
  • "Topical storm conditions are possible over portions of Hispaniola today and tonight," it added.
  • A strengthening Fred, meanwhile, was forecast to move across the eastern and northern Gulf of Mexico through Monday, then make landfall in the western Florida Panhandle that afternoon or night, according to NHC.
  • Fred as of Monday morning had maximum sustained winds of 60mph, per NHC.

The big picture: Grace formed early Saturday, some 400 miles east of the Leeward Islands, where the northeastern Caribbean Sea meets the western Atlantic Ocean.

  • Haiti’s Prime Minister Ariel Henry declared a monthlong state of emergency following the quake Saturday.
  • Fred formed as a tropical storm late Tuesday before weakening. It re-developed into a tropical storm over the southeastern Gulf of Mexico earlier Sunday.
  • Gov. Ron DeSantis has declared a state of emergency for Florida's Panhandle region ahead of Fred's expected restrengthening into a tropical storm.

Former Haiti envoy says he learned of deportations "on the news"

The former special envoy for Haiti said Thursday that he learned of the deportations of thousands of Haitians seeking shelter in the Texas border town of Del Rio "on the news just like the rest of us."

The backdrop: Ambassador Daniel Foote's remarks come two weeks after he resigned from his post over the use of a Trump-era public health order to rapidly expel migrants staying in a temporary camp under the international bridge in Del Rio.

Facebook's scandals have been great for shareholders

Expand chart
Data: YCharts; Chart: Axios

Facebook has been embroiled in scandal for the past five years, and while the specific allegations change over time, a central theme is constant. Given the choice between commercial and moral imperatives, Facebook always seems to choose the option that is best for the share price.

Why it matters: Facebook's stock chart supports that narrative. Since the 2016 scandals alleging that the social network was infiltrated by foreign actors trying to influence the outcome of democratic elections, Facebook's revenues — and its stock — have been soaring.

Biden to tap telecom trio for NTIA, FCC posts

President Joe Biden on Tuesday is expected to name Alan Davidson as head of the telecom arm of the Commerce Department, Jessica Rosenworcel as chairwoman of the Federal Communications Commission and Gigi Sohn as a commissioner at the FCC, according to a person familiar with the process.

Why it matters: Internet availability and affordability has been a key policy priority for the White House, but the administration lagged in tapping people for the agency posts that oversee the issues.
