The Senate confirmed Carlos Del Toro, a retired commander, as Navy secretary on Saturday evening.

Why it matters: President Biden's pick for the role has nearly 40 years of experience in national security, naval operations, budgeting and acquisition. Del Toro is the second Latino to serve in the position.

What they're saying: Defense Secretary Lloyd Austin said in a statement after the Cuba-born Naval Academy graduate was confirmed as the 78th Navy secretary that Del Toro’s "lifelong pursuits and deep experience advancing America’s national security make him well-prepared to serve" in the role.

  • "As an immigrant who has dedicated his life to public service, Carlos exemplifies the core values of honor, courage, and commitment in defense of our country," Austin said.

Background: Del Toro had for the past 17 years served as CEO and president of SBG Technology Solutions, supporting defense programs in Navy issue areas.

Biden recognizes 10th anniversary of "don't ask, don't tell" repeal

President Biden on Monday commemorated the 10th anniversary of the repeal of the military's “don’t ask, don’t tell” rule, saying a "great injustice was remedied" on the occasion.

Why it matters: The policy banned openly gay, lesbian and bisexual people from serving. Its repeal moved the U.S. "closer to its foundational promise of equality, dignity, and opportunity for all," Biden said.

Members of the Biden administration are condemning footage that shows U.S. Border Patrol agents reportedly whipping at and charging horses at migrants in Del Rio, Texas, CNN reports.

Why it matters: Over the weekend, the Biden administration began cracking down on the thousands of Haitian migrants who have sought refuge in Del Rio in the hope of seeking asylum. The Department of Homeland Security (DHS) launched an investigation into the Border Patrol incident after it drew backlash online.
