What we're hearing: Power plant CRA coming

EPA is taking heat from all sides of the Hill as it works to finalize its power plant greenhouse gas rule.

Why it matters: One of the Biden administration's signature climate regulations will soon turn into tough Congressional Review Act votes for moderate Dems and campaign trail fodder.

What they're saying: Sen. Shelley Moore Capito expects an immediate CRA resolution on the power plant rule, due out as soon as this week.

  • "I'm sure we'll see a CRA," she told reporters. "We think they may be releasing a whole host on Thursday — just a battery of regulations — so I would imagine there'll be a lot of pushback."

Zoom in: Rep. Marcy Kaptur also led a letter last week with Democratic moderates asking EPA to delay the final rule until "an updated reliability assessment of the proposal is complete and made public."

The other side: Meanwhile, progressives are already mad at EPA for delaying regulation of existing natural gas plants.

  • The rule due out this month is expected to cover only coal and new natural gas generation.

The bottom line: Lots of people will be unhappy with this rule, no matter what it says.
