Myanmar's government on Wednesday will begin releasing thousands of prisoners, including activists who participated in the protests against the country's military, AP reports.

The state of play: Officials confirmed that more than 720 prisoners had been released from the Insein Prison, "which for decades has been the main facility for political prisoners," AP writes. Approximately 2,300 prisoners from across the country will be released.

  • Activists as well as journalists who covered the protests will be released.

What they're saying: Deputy Information Minister Maj. Gen. Zaw Min Tun said that those released are "those are who took part in the protests but did not take part in the violence, who did not commit crimes and did not lead the riots," per AP.

The big picture: A total of 5,224 people have been held following the Myanmar military's coup in February, according to data from the Assistance Association for Political Prisoners.

  • The group says that 883 people have been killed by the military — a figure that authorities in Myanmar dispute, Reuters notes.

Manhunt underway for six prisoners who escaped from high-security Israeli prison

Six Palestinian prisoners — four of whom were serving life sentences — escaped from a high-security Israeli prison through an underground tunnel, launching a massive manhunt in the country just ahead of the Jewish new year.

Driving the news: Five of the six escapees were affiliated with the Islamic Jihad movement, and one was Zakaria Zubeidi, a prominent figure with the Fatah organization. Israeli officials said the prison break was a big failure of the prison authorities on the highest levels and are fearful of attacks or copycat prison breaks.

North Korean state media announced that a detected ballistic missile launch off its east coast on Tuesday was a newly developed weapon test-fired from a submarine.

Why it matters: Pyongyang's latest in a series of recent missile launches into the sea happened hours after U.S. officials emphasized their commitment to restart negotiations on North Korea's nuclear weapons program, which have stalled since talks broke down during the Trump administration, AP notes.

Manchin's massive means test

Sen. Joe Manchin (D-W.Va.) is offering progressives a trade: He'll vote for their cherished social programs if they accept strict income caps for the recipients, people familiar with the matter tell Axios.

Why it matters: Manchin’s plan to use so-called means-testing for everything from paid family medical leave to elder and disabled care would drastically shrink the size and scope of the programs. It also would bring a key moderate vote to the progressive cause.
