Michael Bloomberg's presidential campaign unveiled plans this morning to cut carbon from transportation, the nation's biggest source of greenhouse gas emissions.

The big picture: It's the latest of several climate and energy plans from Bloomberg, including proposals this week around wildfires, climate resilience, and emissions from buildings.

Driving the news: Here are a few pillars of the wide-ranging plan...

  • Add a national zero-emissions vehicle standard — "so that, by 2035, 100% of new vehicles are pollution-free."
  • Expand availability of EV tax credits and a launch a "Clean Cars for All" program that provides rebates for low and moderate-income families to trade in older vehicles.
  • Develop new mileage and emissions requirements for heavy-duty vehicles so that 15% of new trucks and buses are "pollution free" by 2030. Create a voucher program to incentivize fleet owners to trade in old trucks and buses.
  • Make new federal investments in EV charging infrastructure, mass transit, high-speed rail, and make areas more bike- and walking-friendly. Plus, add new incentives for moving freight from highways onto electric railways.
  • Overhaul the current national ethanol mandate to become a low-carbon fuels standard, "requiring reductions in the carbon content and giving credit to both electric charging and biofuels."

Quick take: The plan is ambitious (though so are his rivals'), but major portions of it would require new action from Congress, notably tax code changes and big new investments.

New era for local journalism

New, independent digital outlets and nonprofits have begun to fill some of the gap left by fading local newspapers. Limited resources and the pandemic have driven many toward providing community news, information and services rather than traditional accountability journalism.

Why it matters: "It's not just about a legal or structural shift, but it also represents a shift in how the mission of journalism is changing," said Emily Roseman, research director & editor at the Institute for Nonprofit News (INN).

Hong Kong police arrest 6 people after Stand News raid

Hong Kong police said Wednesday they arrested six people at Stand News for "conspiracy to publish seditious publications" after over 200 national security officers raided the online pro-democracy news outlet.

Why it matters: It's the latest blow to free speech, independent journalism and the democracy movement in Hong Kong since China's government passed a draconian national security law last year, which has encroached on the autonomy that had seen it flourish as a global financial hub.

Former Senate Majority Leader Harry Reid dies at 82

Former Senate Majority Leader Harry Reid (D-Nevada) died at 82 Tuesday "following a courageous, four-year battle with pancreatic cancer," his wife, Landra Reid announced.

The big picture: The influential politician was Senate majority leader from 2007 to 2015, and served in Congress for more than three decades. Both President Biden and former President Obama said Reid was a "great" Senate leader.
