March was the 24th consecutive month in which the number of people who became homeless in San Diego outpaced the number of people connected to housing, the Union-Tribune reported Wednesday.

Why it matters: The homelessness crisis is among the top concerns of local residents, and it's only getting more dire — even as the city shifted its approach in the past year by banning encampments and opening safe camping sites.
