California Gov. Gavin Newsom (D) extended a drought emergency declaration to cover 41 of the state's 58 counties on Monday.

Why it matters: Most of California and the American West are experiencing an "extreme" or "exceptional" drought, per the U.S. Drought Monitor. Newsom and other officials are concerned California could experience a repeat of the catastrophic 2020 wildfire season.

  • Newsom noted at a briefing there are "acute water supply shortages" in northern and central California.

The big picture: Newsom proposed Monday a $5.1 billion package to cover an immediate drought response and long-term water resilience investments to address the crisis.

  • "The hots are getting a lot hotter in this state, the dries are getting a lot drier," he said. "We have a conveyance system, a water system, that was designed for a world that no longer exists."

For the record: Newsom's new order covers 30% of California's population, or almost 40 million people, across areas including the Sacramento and San Joaquin river watersheds, the Tulare Lake basin region and the Klamath region.

Red flag warnings are in effect over a vast stretch of the West — including California, Nevada and Montana, prompted by strong winds, high temperatures and drought conditions.

The latest: In Northern California, where fuel moisture and flammability are especially conducive to extreme wildfire behavior, the rapidly growing Caldor Fire prompted mandatory evacuation orders to be issued late Tuesday, as it tore through homes in and around the El Dorado County town of Grizzly Flats.

Gonzaga University revokes NBA great John Stockton's tickets over mask stance

Gonzaga University suspended the season tickets of notable alumni John Stockton after the NBA Hall of Famer failed to comply with the school's basketball games mask mandate, the Spokesman-Review first reported.

Driving the news: "Basically, it came down to, they were asking me to wear a mask to the games and being a public figure, someone a little bit more visible, I stuck out in the crowd a little bit," the former Utah Jazz point guard told the outlet in an interview Saturday.

State Department orders evacuation of U.S. diplomats' families from Ukraine

The State Department will begin evacuating families and nonessential staff from the U.S. Embassy in Kyiv this week, according to a travel advisory published Sunday evening.

Why it matters: The move underscores U.S. fears that a Russian invasion could destabilize Ukraine and threaten the embassy's ability to assist Americans.
