What you need to know from the declassified report on Russian hacking

The ODNI's declassified report on Russian hacking attempts during November's presidential election is public. The big conclusions, which cite the FBI, CIA and NSA:

  • Putin personally ordered the hacking campaign
  • The Russian government's strategy involved discrediting Hillary Clinton and publicly contrasting her unfavorably to Trump
  • Over time, Putin and the Russian government came to actively favor Trump
  • Russia targeted some Republicans, but did not release their info to the public
  • Homeland Security noted Russian incursions into state and local election boards but believed the systems targeted were not involved in vote tallying
  • No assessment of the effect that Russian activities had on the outcome of the 2016 election
