The ODNI's declassified report on Russian hacking attempts during November's presidential election is public. The big conclusions, which cite the FBI, CIA and NSA:
- Putin personally ordered the hacking campaign
- The Russian government's strategy involved discrediting Hillary Clinton and publicly contrasting her unfavorably to Trump
- Over time, Putin and the Russian government came to actively favor Trump
- Russia targeted some Republicans, but did not release their info to the public
- Homeland Security noted Russian incursions into state and local election boards but believed the systems targeted were not involved in vote tallying
- No assessment of the effect that Russian activities had on the outcome of the 2016 election
