What can Tom Price do on Obamacare? Quite a bit

This smart post from the Incidental Economist has been re-circulating on the Twitters, and it's a good time to take another look now that the Obamacare repeal action is going to shift to the Department of Health and Human Services. It's about what the Trump administration can do through executive actions. The post was written in January, so some of it has already happened (like not enforcing the individual mandate). But a few options that are still on the table:

  • End cost-sharing subsidy payments to insurers
  • Relax the "essential benefit" rules
  • Change the risk adjustment rules
  • Allow work requirements and premium contributions under Medicaid waivers
